Chromatic Sphere, Artifact, designed by Luca Zontini first released in Oct, 2000 in the set Invasion and was printed exactly in 4 different ways. It see play in 3 formats: Modern, Commander and Pauper. It's currently being selled by the minimum price of $ 0.56.
This card would benefit decks that require flexibility in mana fixing and card draw, such as multicolor decks or decks with color-intensive spells. While Chromatic Sphere can provide any color of mana and replace itself by drawing a card, there are arguably better options like Chromatic Star, which can replace itself immediately upon entering the battlefield, or Prophetic Prism, which can fix mana and draw a card without requiring a sacrifice. However, Chromatic Sphere could still see play in certain decks that value its specific abilities and are looking for a budget-friendly option.

This is a mana ability, which means it can be activated as part of the process of casting a spell or activating another ability. If that happens you get the mana right away, but you don’t get to look at the drawn card until you have finished casting that spell or activating that ability.
