Flickering Hound would fit best in a creature-heavy white (often Azorius, Selesnya, or Bant) Commander deck built around enter-the-battlefield effects, such as creatures that draw cards, make tokens, remove permanents, or recur cards; casting creatures repeatedly turns the Hound into repeatable value and can also protect another creature from removal by blinking it in response. It is less useful in decks with few creatures or few worthwhile ETB triggers, and it cannot blink itself. Better options depend on the format and deck: **Eldrazi Displacer** is usually stronger for repeated blinking if you can produce colorless mana, **Emiel the Blessed** offers reliable repeatable flickering with mana available, **Soulherder** provides blinking plus scaling value in dedicated blink decks, and **Teleportation Circle** or **Thassa, Deep-Dwelling** are stronger for predictable once-per-turn blinking without requiring you to cast creatures. Flickering Hound is likely a solid casual Commander inclus
