Icy Reception would mainly benefit a blue tempo or control deck that expects to face creatures and occasionally wants a defensive combat trick, but its modes are too narrow and inefficient for most Constructed formats: the counter mode only hits creatures or legendary spells and still allows the opponent to pay {3}, while -5/-0 is usually a weak effect unless it creates a crucial combat blowout. In most cases, Mana Leak is better because it can counter any spell for the same {1}{U} and has the same {3} payment, while Essence Scatter is better when you specifically need a reliable creature counter, and Make Disappear is generally stronger in decks that can sacrifice a disposable creature. Icy Reception could be playable in Limited or a very creature-heavy casual metagame, especially if legendary spells are common, but it should not see serious Constructed play unless its format is unusually slow and creature-dominated.
