This card, Admiral's Order, would be beneficial in a tempo-based deck that aims to be aggressive and attack frequently to trigger its raid ability. While Admiral's Order is a solid counterspell option that can be cast for a reduced cost after attacking, there are other more versatile counterspells like Mana Leak or Remand that may be better choices in most situations. Raid abilities care only that you attacked with a creature. It doesn’t matter how many creatures you attacked with, or which opponent or planeswalker controlled by an opponent those creatures attacked.
