Baxter Building would fit best in a slower, ramp-oriented Commander deck—especially a big-mana or “battlecruiser” strategy that reliably controls creatures with toughness 4 or greater (such as green-based midrange, defenders, or superfriends shells that play large blockers) and wants flexible color fixing plus incidental card draw in the late game.
