While there may be more efficient cards for creating tokens or generating value, Hydra Broodmaster's ability to scale with mana investment and create a potentially massive board presence makes it a viable option in the right deck archetype.

Monstrous isn’t an ability that a creature has. It’s just something true about that creature. If the creature stops being a creature or loses its abilities, it will continue to be monstrous.
