Zaffai and the Tempests (effectively functioning like a once‑per‑turn free instant or sorcery enabler) would best fit in a blue‑red (Izzet) spellslinger or control/combo deck that runs a high density of impactful instants and sorceries—especially extra‑turn spells, big draw spells, burn finishers, or scalable X‑spells—so you can convert that free cast each turn into major tempo or value advantage; it would be strongest in Commander, where long games and big mana spells are common, particularly with cards that copy spells, care about noncreature casts, or generate mana to double‑spell.
