Whimwader would be most beneficial in a deck that focuses on controlling the board and stalling the game, as it requires the opponent to have a blue permanent to attack. However, there are better options available in Magic: the Gathering that provide similar effects without the restriction, such as Frost Titan or Frost Lynx. Due to its limitations, Whimwader may not see much play in competitive decks unless in a very specific strategy that heavily relies on opponent's blue permanents.
