You need to have more life than your opponent for this combo to work. With both cards in play, cast Plague of Vermin and pay life greater than or equal to your opponent's life. Plague of Vermin will put this same amount of 1/1 Rats into play Suture Priest's ability will trigger, you'll gain 1 life for each token put onto the battlefield this way. Cliffhaven Vampire's ability will trigger, and your opponent will lose life equal to the life total you gained that way.
