This card, Consulate Surveillance, would benefit a control deck that focuses on stalling the game and protecting the player from damage. While it can be useful in certain situations, there are better options available such as Sphere of Safety or Ghostly Prison which offer more consistent protection. Consulate Surveillance may not see much play in competitive decks due to its high cost and limited effectiveness compared to other options available.
