Dream Seizer would fit best in a black-based midrange or sacrifice/aristocrats deck that can turn the self-inflicted -1/-1 counter into value, such as decks using creatures that benefit from dying, creatures with undying/persist, or cards that care about counters (for example, Hapatra, Vizier of Poisons or Yawgmoth, Thran Physician shells). The flying body plus discard makes it reasonable in attrition-focused strategies that want incremental card advantage and evasive pressure, especially in slower formats like Limited or casual Commander, but at four mana it’s competing with very strong options; cards like Rankle, Master of Pranks (which provides repeatable discard and immediate impact), Fell Specter (which punishes discard with life loss), or even Ravenous Chupacabra (which affects the board immediately) are generally stronger and more impactful in most constructed environments.
