La Forge, Perceptive Engineer fits best in blue artifact-focused Commander decks, especially those that want cheap artifact ramp and can exploit an Artificer body, such as Emry, Lurker of the Loch, Sai, Master Thopterist, Urza, Chief Artificer, or Shorikai, Genesis Engine; vigilance is mildly useful if its power matters in combat, but the important text is effectively a two-mana mana rock that is vulnerable to creature removal and only pays for artifacts.
