Picard fits best in a white creature deck that goes tall rather than wide, particularly one that can raise his power with Equipment, Auras, anthem effects, or +1/+1 counters before turning that power into a large sorcery-speed boost for an evasive or trampling attacker; he is also a reasonable low-cost support piece in a Human or Soldier deck. However, the tap restriction, lack of immediate value, and sorcery-only activation make him fairly slow, so he is unlikely to be strong outside casual play. For a dedicated Voltron strategy, `Xenagos, God of Revels` is generally much better because it immediately doubles a creature's power, grants haste, and does not require tapping, while `Rafiq of the Many` is a stronger option for Bant decks seeking lethal combat damage through double strike. Picard can see play as a flavorful budget inclusion or in a deck specifically built to exploit his power, but he is not efficient enough to be a broadly competitive staple.
