A deck that focuses on controlling the opponent's resources and disrupting their game plan would benefit from including Chaos Wand. Decks that aim to slow down the opponent's strategy and take advantage of their spells would find this card useful. While Chaos Wand can be a fun and chaotic addition to a deck, there are more reliable and consistent options available, such as Narset, Parter of Veils or Teferi, Time Raveler, which offer better control and card advantage. Overall, Chaos Wand could see play in casual or theme decks, but competitive decks may opt for more consistent options.

If you cast a card “without paying its mana cost,” you can’t choose to cast it for any alternative costs. You can, however, pay additional costs. If the card has any mandatory additional costs, such as that of Tormenting Voice, those must be paid to cast the card.

If you don’t cast the exiled instant or sorcery card, it’s put on the bottom of that library with the other cards.
