A deck that focuses on controlling the board and generating value from entering the battlefield effects would benefit from using Flood of Tears. Decks with powerful permanents that have strong enters the battlefield abilities would be able to reset the board and potentially put a powerful permanent back into play. However, there are other cards like Cyclonic Rift that offer more flexibility and immediate impact, making them potentially better choices in many situations. Flood of Tears could see play in specific combo or control decks looking for a unique way to reset the board and gain an advantage.
