While Song of the Worldsoul can generate additional value by creating more tokens whenever a spell is cast, there are potentially better options like Parallel Lives or Anointed Procession, which directly double the number of tokens created without the need to cast spells. Song of the Worldsoul’s ability will resolve before the spell that caused it to trigger but after targets have been chosen for that spell. It resolves even if that spell is countered.
