Gravelgill Scoundrel would fit best in an aggressive or tempo-oriented blue deck that goes wide with cheap creatures—especially Merfolk tribal or blue-based tempo lists that can reliably produce extra untapped bodies to fuel its attack trigger. Because it has vigilance and can become unblockable by tapping another creature, it rewards board presence and synergizes with token makers or low-cost creatures that don’t need to attack every turn. However, in most competitive formats it is likely outclassed by stronger two-mana Merfolk such as Lord of Atlantis, Master of the Pearl Trident, and Merfolk Trickster, which provide immediate board impact, evasion for the whole team, or disruptive utility without requiring additional setup. Even in non-tribal blue tempo decks, cards like Spectral Sailor or Faerie Mastermind often generate more consistent value. As a result, Gravelgill Scoundrel is probably best suited for casual Merfolk or synergy-driven decks rather than high-level competitive play
