While Huatli's Raptor is a solid choice for such a deck, there are potentially better options like Pelt Collector or Scavenging Ooze that offer more versatility and impact. However, Huatli's Raptor could still see play in a specific theme or budget deck where its abilities synergize well with other cards.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.
