Agent Bishop fits best in a white-based +1/+1 counters or go-wide creature deck, especially in Commander or casual formats where repeatedly distributing counters each combat can snowball board presence over time. Decks built around counter synergies (such as Hardened Scales-style builds, Cathars’ Crusade shells, or commanders like Kyler, Sigardian Emissary or Hamza, Guardian of Arashin) would benefit most, since the counters generate long-term value rather than immediate impact. However, at three mana for a 2/2 that only adds up to two counters once per turn at combat, it is relatively low-impact compared to stronger options like Luminarch Aspirant (which adds a counter every combat for two mana), Conclave Mentor (which enhances all counter placement), or Adeline, Resplendent Cathar (which generates immediate board pressure).
