While it can effectively deal with smaller creatures or weaken larger threats temporarily, there are arguably more versatile options available, such as Fatal Push or Murder, which can outright destroy creatures regardless of their power and toughness. However, if your deck is focused on maximizing the value of temporary effects or synergizing with cards that benefit from weakened creatures, Tar Snare could still see play, especially in a meta where creature toughness is low.
