A deck that focuses on milling the opponent's library would benefit from using Thieves' Guild Enforcer, as it can help accelerate the process by milling two cards each time a Rogue enters the battlefield. While there may be better mill cards available, such as Hedron Crab or Glimpse the Unthinkable, Thieves' Guild Enforcer could still be a valuable addition to a Rogue tribal deck or a mill strategy in a format like Pioneer or Modern.
