This card, Torment of Scarabs, would benefit a control deck that aims to disrupt the opponent's resources and force them to make difficult decisions each turn. While it can be effective in certain situations, there are better options available such as Liliana's Caress or The Rack which provide more consistent and immediate pressure on the opponent. Torment of Scarabs could see play in specific sideboard strategies against decks that rely heavily on nonland permanents or card advantage, but may not be a staple in most competitive decks.

While resolving the triggered ability of Torment of Scarabs, the enchanted player chooses a card to be discarded without revealing it, chooses a nonland permanent to be sacrificed, or chooses to do neither. Then that player discards that card, sacrifices that permanent, or loses 3 life. That player can always choose to lose 3 life, even if they have cards to discard or nonland permanents to sacrifice.
