Archive Arbiter would fit best in casual Commander, artifact-ramp, blink, reanimator, or sacrifice-and-recur decks that can repeatedly exploit its enter-the-battlefield effect; it is especially useful as colorless removal for decks that struggle to answer enchantments, planeswalkers, or opposing artifacts. However, it is probably too slow for competitive formats, and even in Commander its value depends heavily on its power and toughness: Meteor Golem is generally the closest and often better comparison because, for one more mana, it can destroy any nonland permanent—including creatures—while Cityscape Leveler is a much stronger high-end artifact threat if your deck can afford eight mana. Archive Arbiter’s six-mana cost and optional life gain make it reasonable in lower-powered artifact or blink decks, but it should not be an automatic inclusion unless you specifically want repeatable ETB interaction.
