With both enchantments in play, cast Wheel of Fortune to have each player discard their hand and draw a card.
For each card your opponent draws, they must pay two mana or you will create a Treasure token
Sacrifice three Treasure tokens and exile three cards from your graveyard to cast Wheel of Fortune from your graveyard
Repeat the process until you make your opponents draw their entire deck or until you find your wincondition.
