This card would benefit a deck that focuses on controlling the board with creature tokens or small creatures to maximize the milling effect. Decks that can generate a lot of creatures quickly, such as token or tribal decks, would make the most use of Hypnotic Swirly Disc. However, there are stronger milling options available in the Magic: the Gathering universe, like cards that mill regardless of the number of creatures you control, such as Mesmeric Orb, which would likely be a better choice for a dedicated mill strategy. Overall, Hypnotic Swirly Disc could see play in casual or themed decks, but may not be competitive in more competitive settings.
