Impromptu Raid, Enchantment, designed by Randy Gallegos first released in May, 2020 in the set Shadowmoor. It's currently being selled by the minimum price of 6.72.
Impromptu Raid would be beneficial in a deck that focuses on cheating out powerful creatures quickly, such as a Gruul midrange or ramp deck. While it offers a way to get creatures onto the battlefield with haste, the drawback of sacrificing the creature at the beginning of the next end step can be a significant downside. There are other cards like Sneak Attack or Through the Breach that provide similar effects without the sacrifice clause, making them potentially better options depending on the deck's strategy and needs. Overall, Impromptu Raid could see play in specific creature-heavy decks looking for additional ways to accelerate their board presence.

If you put a creature onto the battlefield and a different player takes control of it before the end of the turn, you can’t sacrifice it at end of turn. It will remain on the battlefield. It will have haste as long as it’s on the battlefield.
