With Knowledge Pool, any card a player casts will be exiled and they can cast an exiled spell without paying the cost.
Eidolon of Rhetoric's ability makes players unable to cast more than one spell per turn.
That way, players can't cast spells since every first spell cast each turn will be exiled.
