This card, Declare Dominance, would benefit a deck focused on aggressive strategies that aim to overwhelm the opponent with powerful creatures. While it can provide a significant boost to a single creature and force all opposing creatures to block it, there are potentially better options available such as Overrun or Craterhoof Behemoth which offer more impactful and wide-reaching effects for a similar mana cost. However, in certain situations where a targeted buff and forced blocking can secure victory, Declare Dominance could see play as a situational inclusion in decks looking to close out games quickly.

If a creature the defending player controls can’t block the target creature for any reason (such as being tapped), then it doesn’t block that creature. If there’s a cost associated with having a creature block the attacking creature, the defending player isn’t forced to pay that cost, so it doesn’t have to block in that case either.
