Splatter Technique would fit best in a blue-red (Izzet) control or spellslinger deck that can reliably hit five mana with heavy color requirements (1UURR) and that benefits from flexible modal spells—either refilling its hand or sweeping the board. Control decks that stall early with counterspells and removal would appreciate the option to draw four cards at instant-speed power level (though this is a sorcery) or clear away small-to-medium creatures and planeswalkers in go-wide or midrange metas.
