Squealing Devil could be beneficial in a red-black aggro deck looking to apply pressure early in the game with its Fear ability and potential for a temporary power boost. However, there are likely better options available for similar effects in Magic: the Gathering, such as cards with more impactful abilities or stronger stats for their cost, making Squealing Devil less likely to see play in competitive decks.

If this enters the battlefield in a way other than announcing it as a spell, then the appropriate mana can’t have been paid, and you’ll have to sacrifice it.
