Tidal Surge, Sorcery, designed by Douglas Shuler first released in May, 1997 in the set Portal and was printed exactly in 4 different ways. It's currently being selled by the minimum price of A$ 0.03.
A control deck that focuses on disrupting the opponent's board state would benefit from including Tidal Surge in their deck, as it provides a cheap way to tap down multiple creatures without flying, potentially slowing down aggressive strategies. However, there are better options available, such as Cyclonic Rift, which has a more versatile effect and can be more impactful in various situations. While Tidal Surge may have niche uses, it is generally not considered a strong enough card to see consistent play in competitive Magic: the Gathering decks.
