Changing Loyalty would fit best in a black-based sacrifice or aristocrats-style deck that either wants to steal opposing creatures permanently or repeatedly reuse its own creatures with death triggers; because it has flash, you can respond to removal or blocks, and with replicate you can potentially set up multiple “theft-on-death” effects at once, which is strongest in multiplayer Commander where mana is plentiful and creatures die often. That said, at 1B plus 2 per extra copy, it’s fairly slow and conditional compared to more efficient options like **Reanimate**, **Animate Dead**, **Necromancy**, or **Victimize** for recursion, or **Act of Treason**-style effects and **The Meathook Massacre**/**Grave Pact** shells that more reliably convert deaths into value; even **Malakir Rebirth** is cheaper for protecting your own creature.
