Avengers Tower would fit best in a tribal Hero deck—likely a five‑color or at least three‑plus‑color build—where most of your creatures and key payoffs have the Hero subtype, because it both fixes mana specifically for casting Heroes and provides repeatable card selection to find them; this makes it strongest in Commander or casual tribal formats where synergy matters more than raw speed.
