Chimeric Staff, Artifact, designed by Michael Sutfin first released in Oct, 1998 in the set Urza's Saga and was printed exactly in 2 different ways. It's currently being selled by the minimum price of C$ 0.67.
A deck that focuses on generating a high amount of mana quickly, such as a ramp deck or a deck with mana acceleration, would benefit from using Chimeric Staff as it allows for a versatile and potentially powerful creature to be created. However, there are better options available such as Walking Ballista or Hangarback Walker, which offer more consistent and impactful effects in the long run. While Chimeric Staff may have niche uses, it may not see widespread play in competitive Magic: the Gathering decks.

A noncreature permanent that turns into a creature can attack, and its abilities can be activated, only if its controller has continuously controlled that permanent since the beginning of their most recent turn. It doesn’t matter how long the permanent has been a creature.
