The Corrupt Official would fit well in a black control or discard-themed deck, where its ability to force opponents to discard cards when blocked can disrupt their strategy while also providing a defensive option through regeneration. However, there are arguably better options for discard effects, such as Hymn to Tourach or Thoughtseize, which can directly target and remove cards from an opponent's hand without relying on combat interactions.
