About Countermand
Countermand, Instant, designed by Clint Cearley first released in May, 2014 in the set Journey into Nyx. It's currently being selled by the minimum price of C$ 0.49.
Countermand would be beneficial in a control deck that aims to disrupt the opponent's game plan by countering their key spells while also milling cards from their library. However, there are more efficient counterspells like Counterspell or Mana Leak that do not require milling, making Countermand less optimal in competitive play unless the mill effect is specifically relevant to the deck's strategy.

If the target spell is an illegal target when Countermand tries to resolve, Countermand won’t resolve and none of its effects will happen. The target’s controller won’t put any cards from the top of their library into their graveyard.
