About Decree of Silence

A control deck that aims to disrupt the opponent's spells and maintain board control would benefit from using Decree of Silence, as it provides a strong counterplay option and can be cycled to further disrupt the opponent's plans. While Decree of Silence can be a powerful tool in the right deck, there are potentially better options available such as Counterspell or Force of Will, which offer more immediate and flexible counterspells without the need for buildup. Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
