Drain Power, Sorcery, designed by Douglas Shuler first released in Aug, 1993 in the set Limited Edition Alpha and was printed exactly in 14 different ways. It's currently being selled by the minimum price of C$ 1.83.
This card would be beneficial in a control or tempo deck that aims to disrupt the opponent's mana base and gain an advantage in the late game. While Drain Power can be situationally powerful, there are better options like Mana Drain or Mind Twist that offer more impactful effects for a similar cost, making Drain Power less likely to see play in competitive Magic: the Gathering decks.

This card forces the target player to draw mana from lands if they are untapped, but that player can choose how to draw the mana if a land they control has multiple mana abilities, or mana abilities with choices.
