This card would fit best in a -1/-1 counter–focused deck, particularly in formats that can exploit Blowfly Infestation combos (such as casual, Commander, or possibly Modern with the right shell), since conjuring Blowfly Infestation and immediately placing a -1/-1 counter on each creature can start powerful chain-reaction board wipes when creatures die; it also synergizes well with persist creatures (like Kitchen Finks or Geralf’s Messenger), Hapatra, Vizier of Poisons, or Nest of Scarabs, turning mass counter placement into value. However, at five mana (or four plus 2 life with evoke), it is fairly slow and competes with more efficient options like Plague Engineer (cheaper, immediate impact), Massacre Wurm (stronger board swing), or even established -1/-1 enablers like Yawgmoth, Thran Physician, which provides repeatable counter placement and combo potential; in most competitive environments those cards are simply stronger and more flexible.
