About Millstone
Millstone, Artifact, designed by Kaja Foglio first released in May, 2020 in the set Antiquities and was printed exactly in 25 different ways. It's currently being selled by the minimum price of C$ 0.49.
A millstone card like the one you described would benefit a mill deck strategy in Magic: the Gathering, where the goal is to force the opponent to draw cards from their library until they run out and lose the game.
