Outmaneuver, Instant, designed by Greg Staples first released in May, 2020 in the set Urza's Saga and was printed exactly in 2 different ways. It's currently being selled by the minimum price of C$ 0.94.
A deck that focuses on aggressive creature strategies, such as a red aggro deck, would benefit from using Outmaneuver to bypass blockers and deal direct damage to the opponent. While Outmaneuver can be situationally powerful, there are better cards like Temur Battle Rage or Assault Strobe that provide similar effects more consistently and efficiently, making them more popular choices in competitive play. Overall, Outmaneuver could see play in specific deck archetypes looking for unique combat tricks, but it may not be a staple card in most competitive decks.

If a creature is attacking a planeswalker, assigning its damage as though it weren’t blocked means the damage is assigned to the planeswalker, not to the defending player.
