Puresight Merrow would be beneficial in a control deck that focuses on card selection and manipulation, particularly in a white-blue (Azorius) deck in Magic: the Gathering. While it provides a way to filter through your library and potentially exile unwanted cards, there are more efficient options available, such as Jace, the Mind Sculptor, which offers more versatile card advantage and control. If the permanent is already untapped, you can’t activate its ability. That’s because you can’t pay the “Untap this permanent” cost.

When you activate an ability, you untap the creature with that ability as a cost. The untap can’t be responded to. (The actual ability can be responded to, of course.)
