Time of Heroes would benefit a deck that focuses on leveling up creatures, such as a Level Up or a Heroic deck in Magic: The Gathering. While it can provide a significant boost to creatures with level counters, there are potentially better cards like Honor of the Pure or Glorious Anthem that offer a more consistent buff to all creatures. Whether Time of Heroes should see play would depend on the specific strategy and synergies of the deck it is included in.

Each creature you control with a level counter on it gets just +2/+2, regardless of how many level counters it has. It doesn’t get the bonus for each counter.
