Agent Phil Coulson would fit best in a white-based Hero or go-wide counters deck, especially one built around Human or Hero tribal synergies and +1/+1 counter strategies, where his vigilance lets him attack or block while still tapping to grow your team; in Commander he’d be strongest in a Selesnya or Boros counters shell (or potentially Bant if you want more support), pairing well with cards that care about counters like Cathars’ Crusade, Conclave Mentor, or Hardened Scales.
