Retched Wretch would fit best in a Golgari (black-green) or mono-black deck built around -1/-1 counter synergies and sacrifice value, especially in formats where you can reliably put counters on your own creatures (such as with cards like Hapatra, Vizier of Poisons, Nest of Scarabs, or incremental counter sources like Black Sun’s Zenith or Yawgmoth, Thran Physician).
