The Rootwater Commando would be a strong addition to a Merfolk tribal deck in Magic: the Gathering, especially in formats where Islands are commonly played. However, there are better Merfolk cards available, such as Master of the Pearl Trident or Lord of Atlantis, which provide more powerful tribal synergies.
