Rootwater Matriarch, Creature — merfolk, designed by Randy Gallegos first released in Oct, 1997 in the set Tempest and was printed exactly in 2 different ways. It's currently being selled by the minimum price of C$ 1.36.
This Rootwater Matriarch card could be beneficial in a control deck that focuses on enchantments or tapping down opponent's creatures. However, there are better options available like Control Magic or Treachery, which offer more immediate and powerful effects without the restriction of requiring the target creature to be enchanted. While Rootwater Matriarch has potential in certain strategies, it may not be the most optimal choice for competitive play compared to other similar cards.

Unlike many similar creatures, Rootwater Matriarch untaps as normal during your untap step. Whether it’s tapped or untapped has no bearing on the control-change effect.
