Scuzzback Scrounger would fit best in a Rakdos or Jund-style aristocrats deck, -1/-1 counter synergy deck, or any strategy that benefits from sacrificing or repeatedly shrinking creatures (such as ones using undying, persist, modular, or creatures that like having counters placed on them), since it turns expendable bodies into steady Treasure ramp; it could also function in sacrifice-based Goblin shells that don’t mind weakening token creatures.
