Stern Proctor would be beneficial in a control deck that focuses on disrupting the opponent's artifacts or enchantments. While it provides a cheap and efficient way to bounce a target artifact or enchantment, there are arguably better options like Echoing Truth or Hurkyl's Recall that offer more versatility or broader applications. Stern Proctor could see play in specific metas where artifact or enchantment removal is crucial, but it may not be a staple in most decks.

If there is an artifact or enchantment on the battlefield (even your own) when this card enters the battlefield, you must return one to owner’s hand. If not, then simply ignore the “enters the battlefield” ability.
