Volcanic Fallout, Instant, designed by Jim Pavelec first released in May, 2020 in the set Magic Online Promos and was printed exactly in 7 different ways. It's currently being selled by the minimum price of C$ 0.50.

Volcanic Fallout would be beneficial in a red aggressive deck looking to clear the board of small creatures and deal damage to the opponent. While it can't be countered, its effectiveness may be limited by its mana cost and the fact that it also damages the player. A potential better card for this purpose could be Anger of the Gods, which exiles creatures and deals 3 damage to each creature and player, but it depends on the specific strategy and deck composition whether Volcanic Fallout should see play.

Volcanic Fallout can be targeted by spells that try to counter it (such as Countersquall). Those spells will still resolve, but the part of their effect that would counter Volcanic Fallout won’t do anything. Any other effects those spells have will work as normal.
